Virtual Vault does not appear if users are not using Cached Exchange Mode

After Vault Cache and Virtual Vault are made available to users some users do not have the Vault Cache options within Outlook and Virtual Vault is not visible.

By default Vault Cache requires that Outlook be in 'Cached Exchange Mode'. There are two solutions for this issue:
 
1. Outlook must be placed into 'Cached Exchange Mode'
2. Exchange Desktop Vault Cache policy must be altered to allow for Vault Cache without requiring 'Cached Exchange Mode'.  
 
Both methods are detailed below:

1. Set 'Cached Exchange Mode':
 
Microsoft Outlook 2007
 
1. Go to Tools / Account Settings
2. Under E-mail settings, select the exchange server account and then the "change" option.
3. Enable "Use Cached Exchange Mode" and then Next.
4. Click Finish and restart the Microsoft Outlook client.
 
Microsoft Outlook 2010 and 2013
 
1. Go to File / Account Settings.
2. Under E-mail, double click on the exchange server account and then the "change" option.
3. Enable "Use Cached Exchange Mode" and then Next.
4. Click Finish and restart the Microsoft Outlook client.
 
2. Change the Exchange Desktop Vault Cache Policy to not require 'Cached Exchange Mode'
  1. Open the affected users Exchange Desktop Policy within the Enterprise Vault Administration Console.
  2. Select the 'Advanced' tab and choose 'Vault Cache'
  3. Change the 'Offline store required' value to 'No'
  4. Select OK or Apply then OK.
  5. Synchronize the users in the associated 'Exchange Mailbox Archiving Task.

Issue/Introduction

Virtual Vault does not appear if users are not using Cached Exchange Mode.
