Cause

These errors can occur in the following Scenario's:

1. The Provisioning Group Targets are empty
2. The Provisioning Group Target is invalid (Ie. LDAP query fails during provisioning)
In this case, when there are multiple groups, Enterprise Vault(EV) starts from the top and works downward. If there are any failures during the process, it will fail the entire process and not proceed with processing the remaining groups. 
3. The user referenced in the event is not part of a Provisioning Group
4. Users have been moved to a different Exchange server that is not targeted 
5. Storage Queue has no available free space. 

Resolution

 
Verify the following Scenario's:

1. Confirm that all Provisioning Groups have a Target (Properties of the group | Target tab)

2. When there are multiple Provisioning Groups, confirm that the Targets are valid. If this cannot be immediately determined, move the rank of this group to the bottom of the list so that the task will at minimum process the top groups.

Note: to move the ranking order, Click on the Properties of the Provisioning Group container in the left pane of the Administration console

3. Confirm the user referenced in the event is part of a Provisioning Group

4. In some instances, user mailboxes may be moved to a different exchange server that has not been targeted by EV. Therefore, EV has no awareness of this exchange server and cannot process the mailbox via the Provisioning task. 

If this is the case, add the exchange server as a target in the Administration Console, then perform a Run Now on the Provisioning Task.  

Note: to add an Exchange server as a target, this is done by expanding:  Site | Targets | Exchange | Domain | Exchange Server | Right-Click and follow the wizard.
