When the Exchange scheduled archiving runs or mailboxes are syncronized you will receive the following Warning in the Enterprise Vault Event Log:

Description: Enterprise Vault cannot process this Exchange Server because none of the users on this server has been processed by the provisioning task.

Cause
When the Exchange Mailbox Archiving Task starts for the server holding the passive copy of the mailbox database.
Resolution
This behavior is expected and by design.
Do the following:
1. Ensure that provisioning groups have been defined.
2. Run the provisioning task.
3. Run mailbox synchronization/archiving again.
