During the processing of the Archiving task a check is performed to determine if Expiry is enabled in order to allow shortcuts to be deleted.
This will occur if the following conditions are met:
1. Process Vault Stores on the Storage Expiry tab is set to Selected times (whether a schedule is configured or not).
2. The shortcuts have passed their retention period set on the Mailbox policy.
Workaround:
In order to run Storage Expiry in Report Mode and not have shortcuts deleted, Process Vault Stores on the Storage Expiry tab must be set to Never.
Note: A restart of the Enterprise Vault Admin Service needs to be performed after making the change.
