There are several considerations when attempting to prevent EV shortcuts from using EV's custom icon.
If the user has never been enabled for archiving:
EV's forms have not been deployed to the user's Personal Forms Library, so preventing their deployment in the future should be sufficient.
1. In the Vault Admin Console (VAC), expand Directory > Policies > Exchange > Desktop
2. Open the properties of the Desktop Policy that will be assigned to the user who should not see shortcuts.
3. Select the Advanced tab.
4. In the List settings from menu, select Outlook.
5. Configure the Deploy Forms Locally setting to Never.
6. Enable the user for archiving.
If the user is already enabled for archiving:
By the default settings of a Desktop policy, EV's forms will have already been deployed to the user's Personal Forms Library. They must be deleted and then set not to deploy in the future.
1. In the VAC, expand Directory > Policies > Exchange > Desktop
2. Open the properties of the Desktop Policy assigned to the user who should not see shortcuts.
3. Select the Advanced tab.
4. In the List settings from menu, select Outlook.
5. Configure the Deploy Forms Locally setting to Delete.
6. Synchronize the user's mailbox.
7. Have the user close and reopen Outlook. The forms should be deleted, and the EV icons should no longer be shown.
8. Return to the Deploy Forms Locally setting in the VAC and set it to Never.
9. Synchronize the user's mailbox. The forms will not be deployed again for users associated with this policy.
If Organizational Forms have been deployed in the environment:
If the above steps are followed but the EV icons are still shown, a likely cause for this is that EV's forms are deployed in an Organizational Forms Library, as well as to the user's Personal Forms Library. You can verify this by using Outlook Forms Manager.

In Outlook 2007: Tools > Options > Other > Advanced Options > Custom Forms > Manage Forms
In Outlook 2010: File > Options > Advanced > Custom Forms > Manage Forms
In Outlook 2013: File > Options > Advanced > Custom Forms > Manage Forms
Organizational forms will be shown on the left side of the window. If EV forms are present in the Organizational Forms Libary, Outlook will still show the EV icons even when the forms are not present in the Personal Forms Library. To prevent the appearance of the EV icons, the EV forms will have to be deleted from the Organizational Forms Library.
1. As a user in the Exchange Administrators group, open MFCMAPI.
2. From the Session menu, choose Logon and Display Store Table.
3. Open the Public Folders store.
4. Expand Public Root > NON_IPM_SUBTREE > EFORMS REGISTRY
5. The folder beneath the EFORMS REGISTRY is the Organizational Forms Library folder (its name may vary).
6. Right-click the Organizational Forms Library folder and select Open Associated Contents Table.
7. Locate the EV forms by selecting each item and looking for "Enterprise Vault" in its PR_DISPLAY_NAME property.
8. For each EV form, right-click and select Delete Message.
9. Once the EV forms have been removed from the Organizational Forms Library, the display of the EV icons will be controlled entirely by the locally deployed forms as configured in the EV Desktop Policy.
