Cause

For the throttling policy to work correctly RCAPercentTimeInAD, RCAPercentTimeInCAS or, RCAPercentTimeInMailboxRPC cannot have a value other than $null.


 

Resolution

Solution 1:  Follow steps within Enterprise Vault documentation on running the SetEVThrottlingPolicy.ps1 powershell script here.

Solution 2:  Follow steps on how to manually create the throttling policy for Exchange 2010 here.
