Resolution
Verify that all the partitions on disks exist and are accessible. The UNC path for all the partitions can be retrieved from the SQL Database using the following query:
USE EnterpriseVaultDirectory
SELECT PartitionRootPath FROM PartitionEntry

The Enterprise Vault (EV) Storage Service fails to start if the EV Storage Partition cannot be validated/accessed.
