The behavior is by design to preserve as much data as possible. In the scenario described above, some data can be obtained from the .DVS and any valid .DVSSP files.
The missing .DVSSP files are blacklisted to prevent future items from sharing them.
There are currently no plans to address this issue by way of a patch or hotfix in the current or previous versions of the software at the present time. This issue may be resolved in a future major revision of the software at a later time. However, this particular issue is not currently scheduled for any release. In this scenario, it is possible that EVSVR does not remove all savesets that reference SISparts that have been lost. This is the case if the base transaction file does exist (.DVS) but one or more SISparts is missing (.DVSSP).
