Production export EDRM XML anomaly

Cause
There is a file named "tran_input.xml" that is used as a temporary file in the creation of the EDRM XML file. There are some situations when there is an exception during the job and the tran_input.xml does not get renamed.
Resolution
In this situation (which is rare), the tran_input.xml can be used as a replacement for the EDRM XML file.
Issue/Introduction
When a production export is run and a recoverable error encountered, the EDRM XML file (named "<batch_label>.xml") may be missing from the export directory.
