Dtrace of the ArchiveTask during a Run Now of Shortcut Processing on the affected mailbox shows the following:
189 09:46:06.877 [3624] (ArchiveTask) <6460> EV:H CArchivingAgent::ProcessUserEx - Provisioning group disabled, skipping mailbox (group [Whole Exchange Organisation], mailbox [/O=Dome/OU=Dome2/cn=Recipients/cn=johndoe])
Cause
The Provisioning Group in which the user belongs to is disabled from archiving the targeted users.
Resolution
Confirm the mailbox belongs to a Provisioning Group that is enabled for archiving.
