Cause
The behavior in question may be due to Storage/Memory requirements. Journal Archives are typically larger than normal Mailbox Archives. The Enterprise Vault (EV) server may need additional resources to export a Journal Archive. This demand on resources will increase rapidly if the Enterprise Vault server is performing other tasks simultaneously (IE. PST Migrations, Mailbox Archiving, Journal Archiving, etc.).
Resolution
Workaround: Export archives to PST files by date range blocks. See screen shot below:
