DTRACE Information:
To validate if this is the issue a DTRACE is needed, please perform the following steps on the Enterprise Vault (EV) server while re-creating the issue.
For more information about Veritas Enterprise Vault DTRACE Utility please refer to, 100038975
DTRACE the process EVPM for no less than 5 minutes while re-creating the issue.
Open the log file created and search for either of the following the strings:

Cause
Provisioning Group was not able to provision the user due to EV legacy registry keys.
Resolution
Warning: Incorrect use of the Windows registry editor may prevent the operating system from functioning properly. Great care should be taken when making changes to a Windows registry. Registry modifications should only be carried-out by persons experienced in the use of the registry editor application. It is recommended that a complete backup of the registry and workstation be made prior to making any registry changes.
1. Stop all EV Services and delete the following registry keys:
HKEY_LOCAL_MACHINE\Software\KVS\Enterprise Vault\Storage
EnableExpiry
EnableFileWatch
EnableArchive
EnableCrawler
EnableReplayIndex
EnablePSTMigrations
EnableRestore
2. Start the EV Services.
3. Re-run the Provisioning task after confirming that the user is a part of provisioning group.
