Failed to start taskShould not have two uncompleted TaskRunInfos for the same task
Cause
More than one Task Run has been assigned to a single Task and at least one of those task runs is set to IDLE (not complete).

Issue/Introduction
When attempting to delete an EV Task the process fails and displays an error message.
