The Enterprise Vault Outlook Add-in has been developed to use the Outlook Object Model (OOM); it provides suitable event triggers to intercept and customize, like a standard copy and paste event.
However OOM does not expose similar event triggers for the above actions ('Move --> Copy to Folder' and 'Copy Folder')
Because of the aforementioned limitation for OOM it is not possible to customize the Enterprise Vault Outlook Add-in and prevent the Enterprise Vault shortcut copy for the above actions.

Issue/Introduction
In certain circumstances the Enterprise Vault shortcuts can ben copied even if the desktop policy is set to not allow shortcut copy.
This happens in the following events:
1. Right-Click on Enterprise Vault shortcut --> Move --> Copy to Folder
2. Copy an entire Outlook folder containing Enterprise Vault shortcut(s) into another folder
