Cause
As EV and SQL with SQL Server Reporting Services (SSRS) for EV are installed on the same server, the path information is added into the Windows environment variables for both applications. Both location contain the EV Runtime DLL, EVRT.DLL. If there is a mismatch between the two versions of the EVRT.DLL i.e. EV = 10.0.4 and SSRS = 10.0.3 this will cause errors in IIS, including the above error.
Resolution
If SSRS is used, then updating SSRS to the same version as EV will resolve the issue (see upgrade_instructions.pdf on EV installation media). If SSRS isn't used, then you can replace the SSRS EVRT.DLL with the one located in the EV install location. Once complete follow the below link to recreate the EV IIS Virtual Directories.

It has also been found that the EVRT.DLL can be different in the following locations on the EV server as well:
C:\Windows\System32
C:\Windows\SysWOW64
Please note: Not all EV environments will have an EVRT.DLL file in the above locations. If the file does exist, and the version is different then replace it with the same version file found in
