Storage Expiry stopped before having a ability to process all archives.

There are several reasons why the storage expiry may stop prior to completely processing all archives. The Storage service may be stopped for example from the services, Enterprise Vault is put into backup mode, and the server is restarted.
If Storage Expiry does not complete within the scheduled time it will create the 7085 Event in the event logs giving a report on how many items were processed; the number of vaults/archives processed will be less than the actual total number of vaults/archives that exist in the environment. If the storage service continues to run until next scheduled run time the expiry process should continue where it left off.
If the storage service is stopped and the expiry had not had the opportunity to process all archives it will also create event 6611. The storage expiry process keeps information on what is processed and where it left off in memory. If the storage service is stopped it will create event 6611 with a description of "Storage Expiry was stopped before it had completed" informing the administrator that the service was stopping and that there was a current expiry job that will not be able to complete. On the next storage expiry scheduled run the the storage expiry will have to start over with the first archive/vault.
