This issue has been addressed in the following release:
Enterprise Vault 12 and later available from Downloads.
WORKAROUND: Enable Outlook in cached mode or use Enterprise Vault delete button available via the Enterprise Vault menu in Outlook (if enabled via policies).

Issue/Introduction
Enterprise Vault policies allow users to delete items and ask the user to delete the shortcut or both shortcut and archived item. After doing a right-click delete over a shortcut and selecting either the option to Delete Both or Delete Shortcut, there is no action taken from the button and neither the shortcut nor the archived item are deleted.
