Error Message
A netmon trace will show Basic Authentication before NTLM or Negotiate in the Frame Details.
Cause
The root cause is the module order in IIS placing Basic Authentication below Windows Authentication. (The module order is not processed from top to bottom, but rather bottom to top).
Resolution
Via IIS Manager open the Modules section and review order of items. Basic Authentication should be above Windows Authentication.
