Enterprise Vault Administration Console hangs and policy changes are not saved

Cause
This is caused by a previous configuration of Auditing not being disabled correctly, leaving behind connections to the EnterpriseVaultAudit database. These connections are attempted multiple times and, eventually, time out. During this period, the VAC appeared to hang.
Resolution
Disable Auditing as per the steps defined in Article 100037476
Issue/Introduction
Making any changes to policies causes Vault Administration Console (VAC) to hang and no changes are saved in SQL. Upon re-opening the VAC, the changes have been lost.
