Cannot enable a Compliance Accelerator Department for Monitoring if disabled at Department creation

Cause

This option is not typically disabling at Department creation as it goes against the purpose of CA which is to monitor Employees in a Department. The option is available in the event a Department needs to have Monitoring disabled, but this is typically after creation and after the Department has been in use.

The workaround is to disable the option and edit the Monitoring Policy values to a value other than that listed in the Client, then save the changes. If using Statistical Sampling, also disable Capping (default behaviour) or set the Capping values to a value other than that listed in the Client. Note that Searches run for the date ranges where Tagging did not occur will need to be Force Legacy Searches as described above.

Issue/Introduction

When a new Enterprise Vault (EV) Compliance Accelerator (CA) Department is created with the Disable monitoring of employees in this department option enabled, attempting to enable Monitoring by disabling this option after Department creation does not allow the change to be saved. The Message Type Review Requirements all show with a red "X". Hovering the cursor over each red "X" displays a mouse-over balloon with the message: Enter a valid percentage. Additionally, creating a Department with the Disable monitoring of employees in this department option enabled has the following effects:
- Clicking on Show effective monitoring policy in the Monitored Employees tab does not show the Policy percentages as listed in the Department Properties | Monitored sub-tab and shows a blank pane. If the Sampling Mode is set to Statistical Sampling (the default is Guaranteed Sampling), another set of red "X"s may also be listed for the Capping values
- Messages with authors and/or recipients being listed as Monitored Employees are not Department Tagged. As such, Searches run using Department Tagging (default behaviour) will not find the messages. Searches run by either unchecking the Department and selecting the required Monitored Employees, or by enabling the Hidden Search Configuration Setting Force Legacy Searching do find the messages. This is not the behaviour if a Department was created with the Disable monitoring of employees in this department option disabled, which is the default setting when creating a new Department - this option can be toggled on and off without issue and Tagging and Searches perform as expected..
