Cause
The Enterprise Vault (EV) server hostname must be added to the Local Intranet zones on any system that is running the Enterprise Vault Placeholder Service.
Resolution
Note: In order to perform restore of Placeholders, Internet Information Services (IIS) must be running on the Enterprise Vault Server, and the Enterprise vault Virtual Directory must be available.
On the Server that is running the EV Placeholder Service:
1. Log on using the Vault Service Account (VSA) credentials.
2. Go to: Control Panel > Internet Options > Security tab
3. Select Local Intranet.
4. Click Sites, as shown in Figure 1.

5. Click Advanced as shown in Figure 2.

6. In the Add this Web site to the zone field, type: http://

7. Repeat step 6 to add the Fully Qualified Domain Name (FQDN) of the vault server, i.e.: http://
8. Restart the Enterprise Vault Placeholder service
Issue/Introduction
When attempting to open files that have been archived using Enterprise Vault for File System Archiving, the message "Error downloading file" is reported and Event ID 20491 is recorded in the Enterprise Vault logs on the file server.
