You cannot forward more than one shortcut at the same time
Resolution
Scenario 1 for versions prior to Enterprise Vault (EV) 8.0:
When forwarding multiple archived messages using the Forward button on the Outlook toolbar, the above referenced error is shown and the message cannot be sent.
Right-clicking multiple archived messages and choosing Forward Items generates a new email message, however the shortcuts will be included as attachments and not full items (Figure 1). The recipient(s) of this message will not be able to open the attachments unless they have access to the sender's archive. However, by design, single archived messages CAN be forwarded.

Scenario 2 for EV 8.0 and higher:
When forwarding multiple archived messages using the Forward button (Figure 2) on the Outlook toolbar EV now restores those archived messages before sending the new message (Figure 3).

Note: It has been found that the 8sp5 and 9 base clients do not work using either method. It is advised to install the 9sp2 client which has been confirmed to work using the Forward button on the toolbar.

Forwarding multiple shortcuts
To forward multiple archived items in their original form, for example to a non-Enterprise Vault user, select the items in Virtual Vault. Alternatively the items can be restored from the archive before forwarding them. Unlike previous EV Outlook Add-ins, multiple archived items cannot be forwarded and only the shortcuts will be forwarded.
