Verify that the setting of Remove original items is set to No, remove immediately after archive from the Vault Store properties Safety Copies tab. If it is set to Yes, in the original location, verify the backup was successful and archive bits are cleared from the DVS files:

If no archive bit is set on the archives but you still see the pending items: Go to Computer Management > Services and Applications > Message Queuing > Private Queues and check MSMQ Enterprise Vault Storage Archive to see if there are messages to be archived. If there are messages, restart the storage services and monitor queue activity by refreshing MSMQ page (Figure 2)

If no messages are in the MSMQ Enterprise vault Storage Restore, cancel the pending item by doing of following:
a. Open the Journaling policy under Policies > Exchange > Journaling and go to the Advanced tab.
b. Set Pending shortcut timeout to 0 and click OK (Figure 3)

c. Synchronize the journal mailbox from the Journal task properties Synchronization tab
d. Stop the journal task and set to Run in report mode and start the task. (This will reset all the pending items, Figure 4)

e. Once items are modified, stop the task and remove the report mode setting.
f. Change the Pending shortcut timeout back to Off on the policy.
g. Start the task and synchronize the journal mailbox.
