This is caused when Storage Expiry, or a user, has deleted an item from the archive. However, the shortcut remains in the mailbox and points to the deleted item which no longer exists. This is also true for files that have been archived (Ie, Placeholders).

Note: File System Archiving placeholders may be accessible for some time after the item is deleted by Storage Expiry, if pass-through recall is configured, as a temporary copy is maintained in the pass-through location until space is needed for newer files.  

In the case of messages (Shortcuts) in a mailbox, these will be removed when the Mailbox policy is configured to Delete orphaned shortcuts on the Shortcut Deletion tab.  This occurs as part of the normal archive run.  

In the case of archived files (Placeholders), these will also be removed when the Volume/Folder policy is configured to Delete placeholders for items that have been deleted from archives on the Shortcuts tab. 

There are specific scenarios when Placeholders will not be removed systematically.  When this occurs, the next option is to use the FSAUtility, which has the option to remove orphaned placeholders.  This is outlined in the Utilities Guide.
