A Dtrace of EVFSAArchivingTask shows:
Rule Match Failure, reason: The file: \\? \UNC\server.domain.com\Folder\File.qbw will not be archived as the folders policy is to not archive items with per item permissions and the item has per item permissions
Cause
This issue will occur if the FSA Volume or Folder archiving policy has the Explicit Permission setting set to "Ignore them". This will tell Enterprise Vault to ignore files that have explicit permissions (not matching the permissions of the folder they reside under).
Resolution
Follow these steps:
- Open the properties of the FSA Volume or Folder archiving policy.
- Click on the Permissions tab.
- Set the value for What do you want to do with files that have explicit permissions to Archive files that have explicit permissions (Image #1). Before proceeding with the change, click on the Permission Warning link to get more information about this setting.

This change means the following:
- If there is a file with permissions that are different from those of the containing folder, the archived version will have the folder permissions. Shortcuts will have the same permissions as the file.
- Someone who has access to the original folder can find and access the archived version of the file, even if the file permissions denied access. Such a person cannot use a shortcut to access the file, however.
