This error is generated because the VBScript component is not installed as part of the Microsoft Outlook Terminal Server installation

Issue/Introduction
When a user on a Windows Terminal Server with Outlook installed attempts to recall an archived email the following error is displayed:
Your Outlook installation is missing the VBScript component (Outlvbs.dll) that is required by Enterprise Vault. You will not be able to view the original content of Enterprise Vault shortcuts until this component is installed. Contact your Help Desk for more details to resolve this issue.
