Enterprise Vault (EV) Vault Cache (VC) content cache synchronization initially builds temporary PST files with a .DB extension on the EV server. When the build is complete, the EV Client begins a Microsoft Bits download job to retrieve the files from the EV server.
Current Vault Cache builds can be viewed by accessing the EV server url:

If the Microsoft BITS throttling Group policy is enabled and set to a low level, the download can take an extended period of time to complete or not download any .DB files.
To check if Microsoft BITS throttling is enabled follow the steps below:
The group policies for BITS are located in the registry at HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\BITS. Note that only those policies that are configured are listed in the registry.
BITS uses the following Group Policies to configure bandwidth throttling.

For example, if normal priority jobs are currently limited to 256 Kbps on a work schedule, you can further limit the network bandwidth of normal priority jobs to 0 Kbps from 8:00 A.M. to 10:00 A.M. on a maintenance schedule. Note: the bandwidth limits that are set for the maintenance period supersede any limits defined for work and other schedules. |
