Cause

This issue occurs if the Visual C++ installation is corrupted or partially installed. The required Visual C++ Redistributable packages are normally installed automatically by the EV installation wizard. However, if an older installation of the Redistributable package cannot be properly removed, then some EV files will not be registered, and the above error can occur.

Resolution

The solution is to remove the old/corrupt/stuck version of the VC++ Redistributable.
1) Attempt to uninstall all VC++ Redistributable packages using the Windows Control Panel > Programs and Features
2) Once all VC++ Redistributable packages have been removed, retry the EV installation wizard to complete the EV installation and properly register the files.
3) The Vault Administration Console should now open and operate properly.

Issue/Introduction

The Vault Administration Console (VAC) fails to open, with the error "MMC could not create the snap-in."
