There are two causes for these errors:
1. EV is unable to connect to the partition paths specified in Event ID 28940 during it's verification process while the Storage is starting
2. This has also been seen to be caused by lack of disk space on the SQL Server
1. Confirm connectivity to partition paths specified in Event ID 28940 while logged on as the Vault Service Account
2. Check disk space on the SQL server
