The root cause is the problematic emails which were identified to be in pending state as seen below in this Dtrace excerpt:

This requires resetting pending items in this users mailbox. This is accomplished by using the policy setting of Pending Shortcut Timeout. Refer to Related Article HOWTO56686 below for this setting.
For and immediate workaround, run the Export again using the option to export to PST.
