When performing a Dtrace of ArchiveTask during the Shortcut Processing, the following will be displayed when querying the folder for policy information:

Cause
During the Move Archive Process, Stage 3 (Shortcut Update) requires that the Archive Task is run against the destination archive to process the shortcuts in the mailbox. This process will update the shortcuts to point to the destination archive. When the Archive Task encounters a filter message on a folder for 'DoNotArchive', this folder will be skipped for all shortcut processing and will not complete this stage.
When using Exchange 2010 and with the Enterprise Vault (EV) Exchange Mailbox Policy setting "Archive Exchange Managed Folders" set to Off, the Archive Task will not process these folders and shortcut's will not be accessed.
Resolution
1. Disable user from archiving.
2. Use EVPM to 'zap' all the hidden message and filters (See Related Articles).
3. Enable User again (No EVPM Filters)
4. If utilizing Exchange Managed Folder Policies, confirm the EV Exchange Mailbox Policy - "Archive Exchange Managed Folders" is set to Normal.
a. Open the Vault Admin Console (VAC)
b. Browse to Policies - Exchange - Mailbox
c. Open the Exchange Mailbox Policy - Advanced Tab.
d. Update the "Archive Exchange Managed Folders" value to Normal.
e. Click okay.
f. Perform a Synchronize against the Mailbox Archive Task associated with the Mailbox(es) in question.
5. Perform Move Archive.
6. Since the DoNotArchive filters are no longer present, the Archive Task Shortcut update process will complete.
