Unable to change the Shortcut tab settings under File System Archiving(FSA) Volume Policy.

Error Message
The placeholder option is unavailable because this policy is assigned to a folder that is not an NTFS folder or placeholders are not allowed for that folder.
There are no volume policies in this Site that are valid for this volume.
Cause
This may be for any of the following reasons:
- The Policy is assigned to a Volume target on a Windows file Server and the FSA Agent is not installed
- The Policies use quotas, and the Volume target is not an NTFS partition
Resolution
For targets on Windows NTFS File Servers the FSA Agent must be installed in order to use FSA Placeholders
Install the FSA Agent on the Windows File Server and restart the Admin service on the EV Server.
The Volume Policy option should be available to make changes accordingly.
Issue/Introduction
When attempting to change the FSA Volume Policy settings, specifically the Shortcut tab, the Placeholder option is grayed out.
