Description:
The machine wide limit settings do not grant Remote Launch permission for the COM Server application with CLSID to the user domain\username SID. This security permission can be modified using the Component Services administrative tool.

Cause
A connection to the Enterprise Vault Directory Service is established during the Enterprise Vault Admin Service startup. If the Enterprise Vault Directory Service is still in the process of starting up, Event 10016 and/or Event 10015 may occur.
Note: This event can also be generated by other EV services that fail to establish a connection with the EV Directory Service.
Resolution
This error can be safely ignored as there is no loss of functionality and it is expected behavior when the EV Directory Service is either stopped or in the process of starting.If the Directory Service doesn't start then you need to investigate it further.
