Cause

This can be caused because the Mailbox does not have a Hidden Message due to the Journal Task not being able to properly Synchronize the Journal Target.

Resolution

Manually Synchronize the Journal Mailbox by using the following steps:
  1. Open the Enterprise Vault Administration Console.
  2. Expand Enterprise Vault->Directory on ServerName->SiteName->Enterprise Vault Servers->ServerName.
  3. Click on 'Tasks'
  4. Get Properties of the 'Exchange Journaling Task for ExchangeServerName'
  5. Go to the 'Synchronization' Tab
  6. Highlight the Radio Button for 'Selected journal mailboxes'
  7. Press the 'Synchronize' button
  8. Select the Journal Mailbox
  9. Press 'OK'
