As can be seen in Figure 1 below, there are no non-administrative or service account Custodians listed in the upper pane of the Custodians selection screen.

This lack of listing the expected Custodians and/or Custodian Groups can be the result of factors such as, but not limited to, the following:
The display of Custodians and/or Custodian Groups is contingent on the following:
If the Custodian Manager database was not present or configured during the Date Range specified in the Search criteria, then checking the box Use Historical Information for Custodians and Custodian Groups will result in no Custodians being listed in the Custodian selection screen.
If the expected Custodians were deactivated and the Search Date Range is set to begin after the Custodians were deactivated, the expected Custodians not being listed regardless of the Use Historical information for Custodians or Custodian Groups option usage.
If the expected Custodians were deactivated and the Search Date Range is set to begin while the Custodians were active but the Use Historical Information for Custodians and Custodian Groups option is not selected, the expected Custodians will not be displayed.
If the To date in the Date Range of a Search is earlier than the creation date of a Custodian Group, the "Use historical Information for Custodians and Custodian Groups" search option should be de-selected in order to display the Custodian Group in the picker. Currently, this behaviour has only been seen with Custodian Groups that target Groups and Distribution Lists.
Care must be taken when configuring Search criteria in Discovery Accelerator when using Custodians and Custodian Groups. As noted above, the ability to select Custodians is based upon the following factors:
