Error Message
The Outgoing queues show the error message - "Failed to connect Winsock socket. Address:IP=xx.xx.xx.xx" State is in "Waiting to Connect"

To correct this issue enable the Remote Administration firewall setting:
- Open the Advanced Firewall settings
- Click inbound rules
- Enable the Remote Administration (RPC-EPMAP)
- Restart MSMQ service
Note: The state should show Connected and Connection History is ready to transfer messages.
- Pending Outgoing queues will pick up processing

Issue/Introduction
When the MSMQ and the Archive Task are not on the same server, EV uses the Outgoing queues to process items.
This issue occurs even when the firewall is turned OFF between servers.
