The cause of this issue can be due to the ANSI encoding set for the Default Filter Rules.xml in combination with the use of non-English characters in the rules themselves. Characters such as é and ñ prevent the rule set from being loaded by the task if the Filter Rules.xml is encoded as ANSI.

If you plan to create rules to match names that contain non-English characters you must save the Filter Rules.xml files with Unicode encoding.

When custom filter rules contain non-English accented characters the archiving task will fail to load the rule set and generate Event ID 45315.
