There is no error message from EVS. When opened from OWA 2016 the "download" option or the a double click retrieves a blank page in a new tab:
Cause
When EVS is opened from OWA 2016 (and OWA 2013) the URL should have the additional switch ?EVOMA_SANDBOXED=1
Example:
http:///EnterpriseVault/search/shell.aspx?EVOMA_SANDBOXED=1
This prevents download operations from Enterprise Vault Search (EVS).
With OWA 2016 and Internet Explorer 11.0, the EV Office Mail application fails to determine the browser version during the rendering of the EVS URL. Therefore the additional switch is not added. The same results are not seen if OWA 2016 is loaded with Internet Explorer 10.0, in addition OWA 2016 does not allow Internet Explorer 11.0 to run in compatibility mode.

From OWA2016 open the Enterprise Vault Search URL from an internet explorer favorite pointing to http:///EnterpriseVault/search/shell.aspx?EVOMA_SANDBOXED=1
The issue has been addressed in Enterprise Vault 12.1.
