Description: The Enterprise Vault File Placeholder Service failed to start because the Enterprise Vault file system filter driver is not installed.
Issue/Introduction
In order to continue supporting Windows Server 2008 R2 systems, as FSA Targets, with the latest EV 11.0.1 cumulative hotfixes and EV 12.x, it is necessary to install a Microsoft Security Update KB3033929, which enables support for SHA-2.
From version 11.0.1 CHF3, EV relies on using SHA256 (SHA-2) and on Windows Server 2008 R2 targets, if the above security update is not installed, the FSA Agent drivers cannot be loaded, therefore preventing the Placeholder service from starting, in turn causing issues when retrieving FSA Placeholders.

From Internet forum posts, many people reported issues installing this patch, therefore it is advisable to research on the recommended installation procedures or contacting Microsoft for guidance.
