The mail items were corrupted prior to ingestion into Enterprise Vault. The root cause is the original message class has become IPM.Document.Outlook.File.msg.14.
Due to the corruption of these items, Enterprise Vault is unable to ingest them. If these items are not being moved to the EV Storage Queue Failed Items folder, the following registry key will force this to occur as the items will no longer be retried.

It is not possible to use the EVSVR Retry Failed Items feature for these items as the same issue will occur.
