Cause

This behaviour is intentional and is working as designed. The System Administration Guide includes the following:

"Note: When users are created, they are either assigned to all Access Groups (the default) or, if the Case radio button is selected, authorized for all cases, unless you specifically limit either Access Groups assignment or case authorization."

Issue/Introduction

When a new user is created using the System > Users page, and the "Access Type" is set to "Case" (rather than "Group"), the "Authorized Cases" page will list all the Cases on the appliance by default. If the administrator creating the new user is not aware of this, it will leave the new user with access to all of the Cases on the appliance.
