Cause
This issue is caused if the Read permission set does not have the Browse Directories permission enabled under Site Permissions. This permission is not enabled by default.
Resolution
Enable the Browse Directories permission within the Read permission set.
1. Go to Site Settings > Site Permissions > Permission Levels as a SharePoint Administrator.
2. Click on the Read permission level to edit.
3. Scroll down to Site Permissions and check Browse Directories.
4. Click Submit to apply the change.

Issue/Introduction
An error is returned when a user with Read permission level attempts to open an Office document in SharePoint 2016 after Office Online Server has been configured. Users with the Contribute permission level or higher do not receive the error.
