There are two methods to prevent an eDiscovery File Share Collection from recalling the EV Placeholder. The Collection Outcome of each method will determine which method best suits the eDiscovery requirements.
METHOD 1:
Pass Through Recall : (PTR)

Overview:
When the eDiscovery collection encounters the EV Placeholder, the recall is initiated. Instead of the Placeholder being replaced by the file, the file is copied to an alternate location chosen by the EV Administrator.
The EV Administrator determines where to place the temporary folder and the maximum size of the folder. This temporary folder can be as small as 1GB in size, but must be large enough to expand the largest file stored on the File Share server. When the item recall attempts to expand beyond the limit of the temporary folder, set by the EV Administrator, the folder contents are overwritten.
Collection Outcome:
Using PTR, all File Share Items will be eligible for collection and the EV Placeholder will remain intact.
METHOD 2:
File Share Archive (FSA) backup mode (Method 2)

Overview:
When the eDiscovery collection encounters the EV Placeholder, the FSA Blocking Service prevents the item being recalled and the Collection registers the failure to retrieve the item and moves to the next item.

The command to set the File Share Server into backup mode will remain in effect even if the EV services are restarted.
Collection Outcome:
Using the FSA backup mode, will prevent collection of EV archived items. If licensed, the skipped File Share items can be collected using the EV FSA eDiscovery Collection.
Recommendation on using the FSA backup mode:
Note: Adding the account to the local administrators group on the File Share server will eliminate the need to administer as new locations are added.
