Cause
This is observed when the index locations on the EV server are in Backup Mode. This can be verified by viewing:
This behavior is by design as the Task will not be able to process any additions or deletions from index volumes while the index locations are in backup mode.

Resolution
Clearing Backup Mode for Index Locations will allow the Index Administration Task to resume processing.
Issue/Introduction
When performing a manual run [Run Now] on the Index Administration task within the VAC, it reverts immediately to Running state. No errors or events are reported.
