Cause: The retention category was created via a 3rd party application and was not properly formatted

Solution: As a temporary workaround force the Enterprise Vault application to use the directory service on the local server:

DWORD: UseLocalDirectory

Note: The solution is to contact the 3rd party who created the application and have them address the behavior in question
