The likely issues can be one of the following:
An unauthorized computer is trying to connect to the Enterprise Vault SMTP server
A legitimate server is sending the mails however has not been added to the list of allowable computers
The Enterprise Vault SMTP server is busy or exceeded its maximum capacity for concurrent connections
Unknown / Unauthorized
Validate whether any restrictions have been placed on the servers allowed to send mail to the Enterprise Vault SMTP Server.
In the Vault Console go to Targets - SMTP, right-click and select Properties.
Select Control access on the SMTP Archiving tab.
Confirm that all servers that are intended to send mail to the Enterprise Vault SMTP Server are listed.

Note: If there are no servers present in this list, that indicates that all servers are eligible to send mail to Enterprise Vault.
Maximum Concurrent Connections:
To determine if the number of connections to the Enterprise Vault SMTP Server, Performance Monitor can be used.

The counters Concurrent connections and Connections rejected can be used to determine if connections are being rejected.
If connections are rejected, they will be retried until successful. Too many rejected connections may indicate a resource issue.
