This issue is caused by a shared resource that is unavailable and thus prevents initialization of the Streamer Object. As a result the process calling the streamer object fails. A shared resource can be a segment of memory, network connection, or a handle.
Work Around:
This issue can be cleared by performing the following steps:
1) On the affected server stop the storage service.
2) Browse to the following location: C:\Program Files (x86)\Enterprise Vault\OST\x64
3) Rename the CloudInstance.xml to CloudInstance_old.xml.
4) Start the storage service.
5) Perform the partition connectivity test again and verify that it completes successfully.
This issue will be resolved with the release of Enterprise Vault 12.4.2 and Enterprise Vault 12.5.
