The failure looks like this in a dtrace of the searchfoldermanager process:

Cause

Not yet determined.

 

Resolution

This issue is currently under investigation by Veritas Technologies LLC. Pending the outcome of the investigation, this issue may be resolved by way of a patch or hotfix in current or future revisions of the software. Issue/Introduction

The administrator has configured Enterprise Vault (EV) to archive via MAPI over HTTP, which is supported in EV 12.2 and later. The administrator disallows any other protocols for communication between Exchange and clients. In this configuration, the SearchFolderManager.exe utility fails to create the required Search Folders in the Exchange Mailboxes for folders that contain large numbers of items.
