This issue is currently under investigation.
Resolution
Currently, Office Mail App is not supported with the Mac Operating System. While it appears to work with versions of Outlook prior to 2019 on Mac OSX it is still not officially supported.
For Mac OSX only the EV for Mac Add-in is supported. Please use the EV for Mac Tool bar.
Investigation is being done in order to support the Enterprise Vault Office Mail App on the Mac client operating systems. Please monitor the following section of the compatibility list in order to stay updated:

Issue/Introduction
EV for Mac OMA options do not appear in Outlook 2019. This issue has been reproduced where EV for Mac OMA options are present and working with Outlook 2016. However, after upgrading the same machine to Outlook 2019 the OMA options are no longer present.
