Cause
This issue occurs because of a change in the shell that causes Windows to fail to detect files as offline. Therefore, File Explorer does not show the icon overlay.
Resolution
This issue has been fixed in a Microsoft update: KB4516077.
Issue/Introduction
In 'Microsoft Windows Server 2019', after files are archived and accessed locally, it is observed that Windows explorer does not show any difference in icons for placeholder and normal files. However, when share is accessed remotely the placeholder icon is displayed correctly.
